ยง 4.75 Executive Order No. 75: Declaring a disaster emergency in New York City, Nassau, Suffolk, Westchester, Rockland, Orange and Putnam Counties and contiguous areas

WHEREAS, on September 27, 1985, a severe hurricane, with winds in excess of 100 miles per hour and accompanied by destructive tidal surges, may cause coastal erosion and inland flooding in New York City, Nassau, Suffolk, Westchester, Rockland, Orange and Putnam Counties and contiguous areas, which may result in personal hardship, as well as extensive damage to commercial and residential properties, interruption of essential public services and utilities, erosion, and devastation of flood protection structures, and disruption of vital transportation networks;

NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, do hereby find that a threatening disaster has occurred for which the affected local governments are unable to respond adequately, and therefore, I hereby declare, pursuant to the authority vested in me by the Constitution, the laws of the State of New York and section 28 of article 2-B of the Executive Law, a disaster emergency, effective September 27, 1985, within the affected areas of New York City, Nassau, Suffolk, Westchester, Rockland, Orange and Putnam Counties and contiguous areas.

FURTHER, pursuant to section 29 of article 2-B of the New York State Executive Law, I hereby direct the implementation of the State Disaster Preparedness Plan and authorize, effective September 27, 1985, the State Emergency Management Office, the State Department of Transportation, and all other appropriate State agencies to take actions to assist those affected governments and individuals in recovering from this disaster and to provide such other assistance as may be necessary to protect the public health and safety.
